Filipino entrepreneurs and small to medium-scale business owners no longer need to travel long distances just to secure environmental permits. In a major shift in public service delivery, the Department of Environment and Natural Resources (DENR) has launched its “Permitting on Wheels” initiative—bringing government services directly to cities and municipalities nationwide.
Starting April 14–15, 2026, DENR teams, led by Secretary Juan Miguel Cuna, began rolling out mobile permitting hubs in priority locations, with the national launch held in the City of Manila alongside local officials led by Mayor Isko Moreno. The initiative will continue on a monthly basis, rotating across LGUs to ensure wider access. This on-the-ground approach eliminates the long-standing burden on applicants who previously had to spend time and money traveling to regional offices—often making multiple trips due to incomplete requirements. With the mobile hubs, services are now faster, more accessible, and more efficient.
Personnel from the Environmental Management Bureau (EMB) are deployed on-site to assist with a wide range of environmental permits, including air and water quality management, hazardous waste registration, environmental impact assessments, and more. Applicants can also process permits for tree cutting, chainsaw importation, wildlife transport, and other regulatory requirements directly at the hubs. Beyond convenience, the program offers real-time technical assistance, allowing applicants to correct deficiencies on the spot and avoid delays or disruptions to their operations. Equipped with digital tools and high-speed internet, DENR staff also guide users through online systems—making compliance easier even for those unfamiliar with digital processes. The rollout includes simplified lectures and system walkthroughs to help businesses better understand environmental regulations. For those unable to attend in person, a livestream option is available to ensure wider reach and inclusivity. With plans to institutionalize “Permitting on Wheels” as a permanent monthly service, DENR is setting a new standard for responsive governance—supporting business growth while reinforcing environmental protection across the country.
